Preview: Teenage Mutant Ninja Turtles #28

Shredder has been trying to take control of the New York underworld, and he’s recruited his biggest bruisers, Bebop and Rocksteady, to help muscle his way into power. But the Turtles won’t stand for that, and thus, they’ll have to go toe-to-toe with the behemoths for the first time in the slam-bang conclusion to the “City Fall” storyline.
