Actually, her outfit had very little to do with the city itself; she just happened to be walking through it. But that’s neither here nor there. Emma Roberts is no stranger to the titillating selfie on her Instagram page, but she’s now officially upped her game to lustful. (Aren’t thesauruses great?) Of course, you can technically walk around topless in NYC these days, so she’s still got a ways to go before hitting that mark. Not much more, mind you, but still.
