Yes, it was all a ruse by Paul Heyman and Brock Lesnar. Roman Reigns gets his promo interrupted by Paul Heyman who says Roman can’t beat Brock Lesnar by himself and he is ready to help him.
Heyman then proposes to offer his services to Roman Reigns, and introduces him as the Universal Champion in the vintage Heyman style. He says he will manage Roman at SummerSlam. But Roman says it is not good enough for him.
Heyman hands him an agreement for the proposal and asks Reigns to take a look, and proceeds to pepper spray Reigns when he was reading the paper.
Brock Lesnar makes his entrance, hands his title to Heyman, and enters the ring smiling. With a few knees to the chest, Lesnar puts Reigns for a chokehold. Reigns is out cold. Heyman is by Lesnar’s side just like before. They start to leave for the backstage area but Lesnar returns to the ring and F5’s Reigns who was just starting to collect himself.
We see Roman backstage being tended by doctors.
